The Official Plan Amendment Application proposes to include a site-specific policy to permit the connection of the Oxford County municipal water system to the subject lands to service a total of four residential lots (three severed lots and one retained lot) in the Hamlet of Sebastopol in Perth County.

RECOMMENDATIONS:

    1. That Oxford County Council approve Application No. OP 25-07-2, submitted by 2274581 Ontario Inc. for lands legally described as Lot H, Concession 5, Part Lot 21, Plan 329, in Perth County, to amend the Official Plan to include a site specific policy to permit three proposed new residential lots within the Hamlet of Sebastopol to be connected to the existing Oxford County municipal water system.
    2. And further, that Council approve the attached Amendment No. 341 to the County of Oxford Official Plan and raise the necessary by-law to approve Amendment No. 341.

RECOMMENDATION:

  1. That County Council award a contract to the low bidder, AVERTEX Utility Solutions Inc, in the amount of $1,047,144 (excluding HST) for watermain replacement under the Canadian Pacific Kansas City Limited railway and Whiting Creek Drain on Wonham Street South in the Town of Ingersoll and authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

RECOMMENDATION:

  1. That County Council receive Report PW 2025-40 entitled “Proposed Amendments to the Blue Box Regulation and the Resource Recovery and Circular Economy Act, 2016 as information.

RECOMMENDATIONS:

  1. That County Council approve the mitigation measures, including implementation of an all-way stop condition, at the intersection of Oxford Road 28 and Oxford Road 6 in the Township of Zorra, as outlined in Report PW 2025-40;
  2. And further, that County Council authorize the transfer of $35,000 from the Corporate General Reserve to implement the all-way stop control measures;
  3. And further, that a by-law be presented to County Council to amend the Through Highways By-law 3741-98 to designate an all-way stop condition at the intersection of Oxford Road 28 and Oxford Road 6.

RECOMMENDATIONS:

  1. That County Council approve the implementation of a temporary all-way stop condition at the intersection of Oxford Road 36/Brant Oxford Road and Keg Lane in the Township of Blandford-Blenheim, as outlined in Report PW 2025-43;
  2. And further, that a by-law be presented to County Council to amend the Through Highways By-law 3741-98 and By-law 5200-2010 to designate an all-way stop condition at the intersection of Oxford Road 36/Brant Oxford Road and Keg Lane.

Being a By-law to amend By-law No. 3741-98 and By-Law No. 5200-2010 to establish all way stop conditions at the intersections of Oxford Road 33 and Oxford Road 60 in the Township of East Zorra-Tavistock, Oxford Road 6 and Oxford Road 28 in the Township of Zorra and Oxford Road 36 and Keg Lane in the Township of Blandford-Blenheim.
