Proposed Resolution:

Resolved that the Resolution from Tillsonburg Town Council's meeting of June 14, 2021 regarding municipal sanitary services be received and considered along with Report No. CS 2021-26, titled "Oxford County North Street East Services Extension Project".

RECOMMENDATION

  1. That Report No. CAO 2021-02 entitled “Strategic Directions Update – June 2021” be received for information.

Proposed Resolution:

Resolved that the recommendation contained in Report No. CAO 2021-02, titled “Strategic Directions Update – June 2021”, be adopted.

RECOMMENDATIONS

  1. That County Council award a three-year contract to the low bidder, Stone Town Construction Limited, in the amount of $16,433,121 (excluding HST) for the construction of the Tillsonburg Wastewater Treatment Plant (WWTP) Phase 1 Upgrades in the Town of Tillsonburg;
  2. And further, that County Council approve additional costs required for scope changes in the amount of $286,830 for the detailed design and construction administration of the Tillsonburg WWTP Phase 1 Upgrades to AECOM Canada Ltd., for an amended contract price of $1,412,990 (excluding HST);
  3. And further, that Council authorize the transfer of $1,168,704 from the Tillsonburg Wastewater reserve to cover the budget shortfall related to the foregoing approvals required for 2021 work;
  4. And further, that as part of the multi-year contract award, County Council approve the budgetary commitments of $7,355,048 in 2022 and $3,414,519 in 2023, included in the total contract price cited in Recommendation No. 1 and Recommendation No. 2 of this report, in advance of the 2022 and 2023 budget process;
  5. And further, that Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

Resolved that the recommendations contained in Report No. PW 2021-24, titled “Contract Award – Tillsonburg Wastewater Treatment Plant Phase 1 Upgrades”, be adopted.

RECOMMENDATION

  1. That Oxford County Council authorize the proposed Community Safety Zone criteria and warrant process to assess a possible future County-wide implementation plan as outlined in Report No. PW 2021-25, entitled “Community Safety Zone Criteria and Warrant Process”.

RECOMMENDATION

  1. That By-law No. 6349-2021, being a by-law to authorize the funding sources and mandatory connection for the Oxford County Dufferin Street Sanitary Sewer Extension Project, be presented to Council for enactment.

Resolved that the recommendation contained in Report No. CS 2021-24, titled “Oxford County Dufferin Street Sanitary Sewer Extension Project”, be adopted.

RECOMMENDATION

  1. That By-law No. 6350-2021, being a by-law to authorize the funding sources and mandatory connection for the Oxford County McKeand Street Sanitary Sewer Extension Project, be presented to Council for enactment.

Proposed Resolution:

Resolved that the recommendation contained in Report No. CS 2021-25, titled “Oxford County McKeand Street Sanitary Sewer Extension Project”, be adopted.

RECOMMENDATION

  1. That By-law No. 6348-2021, being a by-law to authorize the funding sources and mandatory connection for the Oxford County North Street East Services Extension Project, be presented to Council for enactment.

Proposed Resolution:

Resolved that the recommendation contained in Report No. CS 2021-26, “Oxford County North Street East Services Extension Project”, be adopted.

Councillor Ryan gives notice that he will move the following motion at the July 14, 2021 meeting of Council:

Whereas section 6.0.1 of the Environmental Assessment Act requires that “A proponent mentioned in subsection (3) shall, in accordance with subsection (5), obtain municipal support for the undertaking from each local municipality as defined in subsection (4), and;

That “the proponent shall provide to the Ministry, … a copy of a municipal council resolution for each local municipality in respect of which municipal support is required under subsection (4), indicating the municipality supports the undertaking to establish a waste disposal site that is a landfilling site;”, and;

Whereas Walker Environmental Group has proposed that the “Southwest Landfill” be located in Zorra Township;

Therefore be it resolved that Oxford County will not provide such a resolution of support;

And that this resolution be sent to the Township of Zorra, the Town of Ingersoll, the Township of South West Oxford, Oxford MPP Ernie Hardeman, the Minister of the Environment, Conservation and Parks, the Minister of Municipal Affairs and Housing, OPAL, Stop the Dump, and Walker Environmental Group.
