Re: Community Safety and Well-being Plan

Proposed Resolution:

Whereas legislative amendments to the Police Services Act, 1990 came into effect on January 1st, 2019, which require every municipality to prepare and adopt a Community Safety and Well-being Plan and that municipalities work in partnership with the police services and other sectors including health/mental health, education, community/social services and children/youth services throughout their planning process;

And Whereas the requirement to prepare and adopt a Community Safety and Well-being Plan applies to lower-tier municipalities in the County of Oxford and in counties, and regional municipalities throughout the Province (other than the County of Oxford);

And Whereas in October, 2019, local Councils within Oxford County supported a collaborative approach to the development of a Joint Community Safety and Well-being Plan within Oxford County;

And Whereas local municipalities established a Coordinating Committee made up of the Clerks from each of the lower-tier municipalities, and an Advisory Committee made up of representatives from across Oxford municipalities, including police and emergency services, health care, social services, school boards and community service providers. The Advisory Committee’s role has been to inform and guide the information gathering process, community consultation and develop recommendations for the Plan to address community safety and well-being within Oxford;

And Whereas each participating municipality within the County allocated $10,000 towards the development of the joint Community Safety and Well-being Plan and hired a consultant to work with the Advisory Committee and Coordinating Committee to consult with members of the public, local agencies and organizations to contribute to the development of the plan;

And Whereas the key priority risk themes within the County have been identified as follows:

  • Mental Health;
  • Affordable Housing;
  • Substance Misuse;
  • Equity, Diversity;

And Whereas the purpose of Safe and Well Oxford Communities is to improve the safety and well-being of community members, by defining and addressing priority risks through proactive, integrated system-wide strategies, the responsibility of which falls within the jurisdiction of the County within Oxford;

And Whereas all Councils across Oxford County, including the Townships of Blandford- Blenheim, East Zorra-Tavistock, Norwich, Zorra and Southwest Oxford, together with the Town of Ingersoll, the Town of Tillsonburg, and the City of Woodstock have approved Safe & Well Oxford Communities: Community Safety and Well-being Plan;

Now Therefore be it resolved that the Council of the County of Oxford support and endorse Safe and Well Oxford Communities: Community Safety and Well-being Plan (the Plan);

And Further That the County of Oxford establish a Safe and Well Oxford Steering Committee as recommended in the Plan to oversee the implementation of the goals and objectives established and approved to address the following priority risk themes identified within the Plan:

  • Mental Health;
  • Affordable Housing;
  • Substance Misuse;
  • Equity, Diversity and Inclusion

Proposed Resolution:

Resolved that the correspondence from Jim Currah, dated July 8, 2021 regarding the Tavistock Speed and Road Safety Review be received and considered along with Report No. PW 2021-26, titled "Speed Management and Road Safety Reviews – Uniondale, Thamesford, Tavistock and Delmer"

RECOMMENDATIONS

  1. That County Council endorse the implementation of speed management and road safety measures in Uniondale (Oxford Road 119, Oxford Road 28), Thamesford (Oxford Road 119), Tavistock (Oxford Road 24, Oxford Road 59) and Delmer (Oxford Road 20) as per Report No. PW 2021-26; 
  2. And further, that a by-law be presented to County Council at the August 11, 2021 Council meeting to amend By-law No. 5725-2015, being a by-law to provide for speed limits, to designate and modify speed zone limits as outlined in Report No. PW 2021-26.

Resolved that the recommendations contained in Report No. PW 2021-26, titled “Speed Management and Road Safety Reviews – Uniondale, Thamesford, Tavistock and Delmer”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a two-year contract to the low bidder, ASCO Construction (Toronto) Ltd., in the amount of $8,747,419 (excluding HST) for the construction of the Wastewater Treatment Plant (WWTP) capacity expansion in the Village of Drumbo;  
  2. And further, that as part of the multi-year contract award, County Council approve the budgetary commitment of $4,692,710 in 2022, included in the total contract price cited in Recommendation No. 1 of this report, in advance of the 2022 budget process; 
  3. And further, that Oxford County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

Proposed Resolution:

Resolved that the recommendations contained in Report No. PW 2021-27, titled “Contract Award – Drumbo Wastewater Treatment Plant Capacity Expansion”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, J-AAR Excavating Limited, in the amount of $2,358,865 (excluding HST) for the Phase 1 reconstruction of Oxford Road 9 (Ingersoll Road – from Dundas Street to Main Street) and rehabilitation of Bridge No. 9342 in Woodstock; 
  2. And further, that Oxford County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

Proposed Resolution:

Resolved that the recommendations contained in Report No. PW 2021-28, titled “Contract Award – Oxford Road 9 (Ingersoll Road) Phase 1 Reconstruction & Bridge 9342 Rehabilitation, Woodstock”, be adopted.

RECOMMENDATION

  1. That Oxford County Council approve the application for redline amendments to the draft approved plan of subdivision File No. 32T-07006, submitted by Performance Communities Realty Inc & Lindprop Corporation, for lands legally described as Lot 5, Concession 10 (Dereham), Parts 1-6 of 41R-10049 in the Town of Tillsonburg, subject to the conditions attached to this report as Schedule “A” being met prior to final approval.

RECOMMENDATIONS

  1. That Oxford County Council approve the application to amend the County Official Plan (File No. OP 21-04-7), initiated by the Town of Tillsonburg, to amend Section 8.3.2.3.1 to expand the extent of the current prohibition on ground floor residential development in the Central Business District;
  2. And further, that Council approve the attached Amendment No. 259 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 259 be raised.

  1. That Oxford County Council approve Application No. OP 21-03-8 submitted by the City of Woodstock, for lands described as Part Lots 6 & 8, Plan 495 in the City of Woodstock, to redesignate the subject property from ‘Environmental Protection’ to ‘Traditional Industrial’ to facilitate the use of the lands for open storage associated with a permitted use;
  2. And further, that Council approve the attached Amendment No. 258 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 258 be raised.

RECOMMENDATIONS

  1. That Oxford County Council approve the application for draft approval of a proposed common elements condominium submitted by Oak Country Homes Ltd. (File No. CD 20-03-6), prepared by Brooks & Muir Surveying, dated May 26, 2021, for lands described as Block 26, Registered Plan 41M-344, in the Town of Ingersoll; 
  2. And that Oxford County Council approve the application for exemption from the draft plan of condominium approval process, submitted by Oak Country Homes Ltd., (File No. CD 20-03-6), prepared by Brooks & Muir Surveying, dated May 26, 2021, for lands described as Block 26, Registered Plan 41M-344, in the Town of Ingersoll.

Proposed Resolution:

Resolved that the recommendations contained in Report No. CP 2021-220, titled “Application for Draft Plan of Condominium and Exemption from Draft Plan Approval CD 20-03-6 – Oak Country Homes Ltd.”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council grant draft plan approval to a proposed condominium submitted by Escalade Property Corporation, (File No. CD 21-01-8), prepared by MTE Ontario Land Surveyors Ltd., and dated April 21, 2021, for lands described as Block 117, Plan 41M-98, in the City of Woodstock;
  2. And further, that Oxford County Council approve the application for exemption from the draft plan of condominium approval process submitted by Escalade Property Corporation, (File No. CD 21-01-8), prepared by MTE Ontario Land Surveyors Ltd., and dated April 21, 2021, for lands described as Block 117, Plan 41M-98, in the City of Woodstock.

Proposed Resolution:

Resolved that the recommendations contained in Report No. CP 2021-224, titled “Application for Draft Plan of Condominium and Exemption from Draft Plan Approval CD 21-01-8 – Escalade Property Corporation”, be adopted.

RECOMMENDATIONS

  1. That County Council authorize the allocation of up to $115,000 in additional funding from the Child Care and Early Years Mitigation funding to facilitate the renovation and required updates to the County owned building located at 75 Graham Street, Woodstock for the purpose of delivering EarlyON Child and Family Centre programs and services;
  2. And further, that County Council award a contract to the low bidder, Icon Builders Inc., in the amount of $946,740 (including non-refundable HST);
  3. And further, that County Council authorize the Chief Administrative Officer and Director of Public Works to sign all contract documents related hereto.

Proposed Resolution:

Resolved that the recommendations contained in Report No. HS 2021-13, titled “Renovation and Upgrades to 75 Graham Street, Woodstock - Additional Funds and Award Contract”, be adopted.

RECOMMENDATIONS

  1. That County Council approve the Tuition Reimbursement Policy No. 5.05, as attached to Report No. CS 2021-23, for inclusion in the County’s General Policy Manual, effective July 14, 2021;
  2. And further, that Council approve amendments to the Employee Expense Policy No. 6.02, as attached to Report No. CS 2021-23, effective July 14, 2021;
  3. And further, that Schedule “A” to By-law No. 4890-2007, being a by-law to establish a Delegation of Powers and Duties Policy, be amended as attached to Report No. CS 2021-23, effective July 14, 2021;
  4. And further, that By-law No. 6355-2021, being a by-law to repeal the following By-law Enforcement Appointment By-laws: By-law No. 5643-2014 (Risk Management Officials) and By-laws No. 5914-2017, 5221-2010 (Weed Inspector).

Proposed Resolution:

Resolved that the recommendations contained in Report No. CS 2021-23, titled “Policy Review and Amendments – Tuition Reimbursement Policy, Employee Expense Policy and Delegation Policy”, be adopted.

On June 17, 2021 Councillor Ryan gave notice that he will move the following motion at the July 14, 2021 meeting of Council:

Whereas section 6.0.1 of the Environmental Assessment Act requires that “A proponent mentioned in subsection (3) shall, in accordance with subsection (5), obtain municipal support for the undertaking from each local municipality as defined in subsection (4), and;

That “the proponent shall provide to the Ministry, … a copy of a municipal council resolution for each local municipality in respect of which municipal support is required under subsection (4), indicating the municipality supports the undertaking to establish a waste disposal site that is a landfilling site;”, and;

Whereas Walker Environmental Group has proposed that the “Southwest Landfill” be located in Zorra Township;

Therefore be it resolved that Oxford County will not provide such a resolution of support;

And that this resolution be sent to the Township of Zorra, the Town of Ingersoll, the Township of South West Oxford, Oxford MPP Ernie Hardeman, the Minister of the Environment, Conservation and Parks, the Minister of Municipal Affairs and Housing, OPAL, Stop the Dump, and Walker Environmental Group.
