The proposed Official Plan Amendment will expand the settlement boundary of the Village of Plattsville and redesignate the subject lands from Agricultural Reserve to Low Density Residential to facilitate a proposed 89 unit residential subdivision.


The proposed draft plan of subdivision will facilitate 67 single detached dwelling lots, 10 semi-detached units, 12 townhouse dwelling units, and a stormwater management block served by three (3) new local streets.

To discuss the enactment of two by-laws regarding a property located along Oxford Road 22 in Norwich Township, one to remove the property from the Oxford Road 22 road allowance and one to declare the property as surplus.

Proposed Resolution:


Resolved that correspondence Items 7.1 and 7.2 on the Open meeting agenda of January 12, 2022 be received as information.

RECOMMENDATIONS

  1. That Oxford County Council approve the application to amend the County Official Plan (File No. OP 20-03-1), submitted by Cress-Ridge Farms Ltd., for lands legally described as Part Lots 17 & 18, Concession 13 (Blenheim), in the Township of Blandford-Blenheim, to redesignate a portion of the subject lands from ‘Agricultural Reserve’ to ‘Low Density Residential’ and to expand the existing settlement boundary of the Village of Plattsville to facilitate a proposed 89 unit residential subdivision;
  2. And further, that Council approve the attached Amendment No. 267 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 267 be raised;
  4. And that Oxford County Council grant draft approval to a proposed residential subdivision submitted by Cress-Ridge Farms Ltd. (SB 20-01-1) prepared by GSP Group, dated October 8, 2019, for lands described as Part Lots 17 & 18, Concession 13 (Blenheim), in the Township of Blandford-Blenheim, subject to the conditions attached to this report as Schedule “A” being met prior to final approval.

RECOMMENDATIONS

  1. That Oxford County Council grant draft approval to a proposed draft plan of condominium submitted by 2563557 Ontario Inc, (File No. CD 21-03-7), prepared by CJDL Consulting Engineers and Kim Husted Surveying Inc, dated September 16, 2021, for lands described as Blocks 21, 22, 23, 24, Daffodil Drive and Daisy Court, Plan 41M-155, save and except Parts 1 & 2 of 41R-10168, in the Town of Tillsonburg;
  2. And further, that Oxford County Council approve the application for exemption from the draft plan of condominium approval process submitted by 2563557 Ontario Inc, (File No. CD 21-03-7), prepared by CJDL Consulting Engineers and Kim Husted Surveying Inc, dated September 16, 2021, for lands described as Blocks 21, 22, 23, 24, Daffodil Drive and Daisy Court, Plan 41M-155, save and except Parts 1 & 2 of 41R-10168, in the Town of Tillsonburg.

Resolved that the recommendations contained in Report No. CP 2022-05, titled “Application for Draft Plan of Condominium and Exemption from Draft Plan Approval CD 21-03-7 – 2563557 Ontario Inc.”, be adopted.

RECOMMENDATIONS

  1. That County Council enact a by-law at the January 12, 2022 Council meeting to remove part of the road allowance located on Oxford Road 22, Property PIN 0008-00102, identified as Part 1 of Plan 41R-10209;
  2. And further, in accordance with the Disposal of Land Policy No. 6.15, that County Council enact a by-law at the January 12, 2022 Council meeting to declare the land legally described as RDAL BTN TWP OF BURFORD AND TWP OF EAST OXFORD BEING MUIR LINE OF PL 1657 W OF THE CENTERLINE; NORWICH, identified as Part 1 of Plan 41R-10209, as surplus property.

RECOMMENDATIONS

  1. That County Council award a contract to Landmark Municipal Services in the amount of $2,201,300 (excluding HST) for the 2022 construction contract for the rehabilitation of the Ingersoll Water Tower in the Town of Ingersoll;
  2. And further, that County Council authorize additional funding in the amount of $175,000 to address the 2022 budget shortfall, to be financed from the Water - Ingersoll reserve;
  3. And further, that Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related thereto.

Resolved that the recommendations contained in Report No. PW 2022-02, titled “Construction Contract Award –Ingersoll Water Tower Rehabilitation”, be adopted.

RECOMMENDATION

  1. That County Council approve By-law No. 6404-2022, being a by-law to amend the existing Municipal Housing Facilities By-law (By-law No. 4664-2006), for the purpose of updating the County’s Affordable Home Ownership Program to ensure greater alignment with the current housing market, and to support more first time home owners enter the housing market.

Resolved that the recommendation contained in Report No. CAO 2022-01, titled “Affordable Home Ownership Program Update”, be adopted.

RECOMMENDATION

  1. That By-law No. 6401-2022, being a by-law to provide for an interim tax levy for purposes of the County of Oxford for the 2022 fiscal year, be presented to Council for enactment.

Resolved that the recommendation contained in Report No. CS 2022-01, titled “2022 Interim Levy By-law”, be adopted.

Resolved that the proposed 2022 Grant funding be amended to include $50,000 for the Tillsonburg Regional Airport.

Resolved that the New Initiative (NI 2022-07) – Materials and Equipment Storage Building at Tillsonburg Waste Water Treatment Facility, be removed from the 2022 Business Plan and Budget;

And further, that this initiative be deferred for further consideration in the 2023 Business Plan and Budget deliberations.

Resolved that 2022 FTE-09 (1.0 FTE Human Resources Officer) be removed from the 2022 Business Plan and Budget.

Resolved that 2022 FTE-05 (1.0 FTE Financial Analyst – Capital) be removed from the 2022 Business Plan and Budget.

Resolved that 2022 FTE-06 (1.0 FTE Purchasing Advisor) be removed from the 2022 Business Plan and Budget.

Resolved that $40,000 allocated for re-branding the County Administration Building be removed from the 2022 Business Plan and Budget.

Resolved that NI 2022-10 (1.0 FTE Diversity, Equity, and Inclusion Co-Ordinator) be removed from the 2022 Business Plan and Budget.

Being a By-Law to adopt Amendment Number 267 to the County of Oxford Official Plan.

Being a By-law to establish an Interim Levy for the year 2022

Being a by-law to adopt the estimated expenditure for the year 2022

Being a By-law to confirm the appointment of Councillor Sandra J. Talbot as the acting head of council, designated as Deputy Warden, of the Council of the County of Oxford.

Being a By-law to amend By-law No. 4664-2006, the Municipal Housing Facilities By-law.

Being a By-law to close a portion of the open road allowance for Oxford Road 22 in the Township of Norwich at the intersection of Oxford Road 22 (Muir Line) and Pattullo Avenue, designated as PIN 0008-00102 – Part 1 of Plan 41R-10209, Township of Norwich.

Being a By-law to declare real property located near Oxford Road 22 (Muir Line) and Pattullo Avenue in the Township of Norwich as surplus to the needs of the County.

Being a By-law to confirm all actions and proceedings of the Council of the County of Oxford at the meeting at which this By-law is passed.
