The application for draft plan of subdivision has been requested to facilitate the creation of 7 blocks for the development of a municipally owned multi-use recreation centre, a public school, and future residential development, together with the creation of one new local street, in the Town of Ingersoll.

The Application submitted by the City of Woodstock for draft plan of subdivision approval to create 5 blocks for future institutional/recreational development, served by an extension of Springbank Avenue and a new local street connection from Springbank Avenue to Lansdowne Avenue, in the City of Woodstock.

The Official Plan Amendment is proposing to redesignate the subject lands from Open Space to High Density Residential to permit High Density Residential uses and associated neighbourhood-serving uses, in the City of Woodstock.

RECOMMENDATION:

  1. That Oxford County Council grant draft plan approval for the proposed subdivision (SB 25-04-6), submitted by the Corporation of the Town of Ingersoll, for lands described as Part Lots 17 and 18, Concession 2 (West Oxford), in the Town of Ingersoll, for the creation of 7 blocks of land and one new local street, with a lapsing date of three years from the date of draft approval, subject to the conditions attached to this report as Schedule “A” being met prior to final approval.

RECOMMENDATION:

  1. That Oxford County grant draft approval for the proposed plan of subdivision (SB 2506-8), submitted by the Corporation of the City of Woodstock, for lands described as Part Lot 14, Concession 2 (Blandford) and Parts 1 and 2 of 41R-8016, in the City of Woodstock, for the creation of 5 blocks of land, served by the extension of Springbank Avenue North and one new local street, with a lapsing date of three years from the date of draft approval, subject to the conditions attached to this report as Schedule “A” being met prior to final approval.

RECOMMENDATIONS:

  1. That Oxford County Council approve the Official Plan Amendment application (OP 2512-8) submitted by the Corporation of the City of Woodstock, for lands described as Part Lots 21-23 and 27, Plan 1600 in the City of Woodstock, to redesignate the subject lands from Open Space to High Density Residential;
  2. And further, that Council approve the attached Amendment Number 350 to the County of Oxford Official Plan as well as the enacting By-Law 6806-2026.

RECOMMENDATION:

  1. That County Council receive Report PW 2026-06 entitled “2025 Annual Wastewater System Performance”, including the individual 2025 Annual Wastewater Treatment Plant Summary Reports, the 2025 Consolidated Linear Infrastructure Summary Report and the 2025 Annual Biosolids (Non-Agricultural Source Material) Summary Report, in accordance with the reporting requirements established in each Wastewater systems Environmental Compliance Approval and the requirements of the Ontario Environmental Protection Act.

RECOMMENDATION:

  1. That County Council receive Report PW 2025-07 entitled “2025 Drinking Water Quality Management System Update”, in accordance with DWQMS (Version 2.0, February 2017) and the requirements of subsection 16(2) of the Safe Drinking Water Act, 2002.

RECOMMENDATION:

  1. That County Council receive Report PW 2026-08 entitled “2025 Annual Waste Management Reports”, in accordance with the conditions listed in the facility’s Environmental Compliance Approvals and Section 15 of Ontario Regulation 101/94 under the Ontario Environmental Protection Act.

RECOMMENDATIONS:

  1. That County Council Award a multi-year construction contract to the low bidder, Kingdom Construction Limited in the amount of $13,267,340 (excluding HST) for the Thamesford Wastewater Treatment Plant upgrades;
  2. And further, that County Council approve the single source award of a consulting engineering services contract with RV Anderson Associates Limited in the amount of $940,110 (excluding HST), required for the engineering inspection services for the Thamesford Wastewater Treatment Plant upgrades;
  3. And further, that as part of the multi-year contract award, County Council approve the budgetary commitment of $5,815,746 in 2027 and $2,843,900 in 2028, included in the total project price cited in Recommendation 1 of this report, in advance of the 2027 and 2028 budget process;
  4. And further, that County Council authorize up to $6.5 million in Thamesford Wastewater Development Charge supported debt and $2.1 million in rate supported debt on project completion;
  5. And further, that the Chief Administrative Officer and the Director of Public Works be authorized to sign all documents related thereto.

RECOMMENDATION:

  1. That Policy 5.30 be amended as presented in Attachment 1 to Report HRCS 2026-01 entitled “Overtime – Non-Union Employees Policy Amendments”, effective March 11, 2026.

RECOMMENDATIONS:

  1. That County Council receive Report CAO 2026-05 regarding the potential impacts of growth on County services, as information;
  2. And further, that Report CAO 2026-05 be circulated to the Area Municipalities for information.

     

Deferred January 28, 2026

That recommendations in Report CP 2026-08 be deferred pending a Council report outlining all County documents that will need to be updated and anticipated timelines for those updates.

And further a high-level review, with known information, to identify any major infrastructure that would prevent the implementation of these growth figures over a 20-year period.
