To re-designate the subject lands from ‘Open Space’ to ‘Low Density Residential’, ‘Medium Density Residential’, ‘High Density Residential’, ‘Open Space’ and ‘Environmental Protection’ to facilitate the development of 22 blocks for low density residential purposes, a medium density residential block, a high density residential block, a medium density residential/school block, a stormwater management block, a park block, 6 open space blocks, 2 walkway blocks and 5 public streets on the north and south side of Clarke Road East, between Whiting Street and Thames Street S., and are municipally known as 51 Holcroft Street West, Ingersoll.

To re-designate the subject lands from ‘Low Density Residential’ to ‘Medium Density Residential’ to facilitate the development of a 3 storey, 18-unit apartment building proposal on the south side of Dundas Street West, between Stanley Street and Middleton Street, municipally known as 233 Dundas St. West, Thamesford.

To consider a draft plan of subdivision which proposes the creation of five new residential building lots accessed by an extension of Burgess Street, in the Village of Burgessville.

RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 20-12-6, submitted by Ingersoll Greens Inc. for lands described as Part Lots 20 and 21, Concession 1 (West Oxford), in the Town of Ingersoll to redesignate the subject lands from ‘Open Space’ to ‘Low Density Residential’, ‘Medium Density Residential’, ‘High Density Residential’, ‘Open Space’ and ‘Environmental Protection’, to facilitate the proposed draft plan of subdivision;
  2. And further, that Council approve the attached Amendment No. 277 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 277 be raised;
  4. And further, that Oxford County Council grant draft approval to the proposed residential subdivision submitted by Ingersoll Greens Inc. (SB 20-04-6) prepared by MTE Consultants, dated May 26, 2022, for lands described as Part Lots 20 and 21, Concession 1 (West Oxford), in the Town of Ingersoll, subject to the conditions attached to this report as Schedule “A” being met prior to final approval.

RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 22-04-5, submitted by Cyril J. Demeyere Limited c/o Andrew Gilvesy on behalf of Jacob Hiebert for lands described as Part Lot 21, Conc. 1, (North Dorchester) as in 391045 lying South of 438279, Township of Zorra (Thamesford) to redesignate the subject lands from ‘Low Density Residential to ‘Medium Density Residential’ to facilitate the development of a residential apartment building comprising up to 3 storeys and 18 units;
  2. And further, that Council approve the attached Amendment No. 278 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 278 be raised.

RECOMMENDATION

  1. That Oxford County Council grant draft approval to a proposed residential plan of subdivision, submitted by Trustees of the First Netherlands Reformed Congregation (SB 21-15-3) for lands legally described as Part Lot 14, Concession 2 (North Norwich) and Part 2 Plan 41R-5569 in the Village of Burgessville (Township of Norwich), subject to the conditions attached to this report as ‘Schedule A’ being met prior to final approval.

RECOMMENDATIONS

  1. That County Council hereby declares lands described as Lots 363 – 366, 515 – 517, Plan 827, and Lot 366, Plan 827, and municipally known as 175 Springbank Avenue North, Woodstock, as surplus to the needs of the County of Oxford, and that staff be authorized to proceed with disposal in accordance with the Disposal of Land Policy 6.15 and Housing First Policy 9.7;
  2. And further, that By-law No. 6449-2022, being a by-law to declare the above mentioned lands as surplus to the needs of the County of Oxford, be raised;
  3. And further, that Council authorize staff to release a Request for Proposals (RFP) to solicit prospective proponents for the development of an affordable housing project at 175 Springbank Avenue North, Woodstock.

RECOMMENDATION

  1. That County Council receive Report No. HS 2022-04 entitled “By-Name List and Coordinated Access for People Experiencing Homelessness” as information.

Resolved that the recommendation contained in Report No. HS 2022-04, titled “By-Name List (BNL) and Coordinated Access for People Experiencing Homelessness”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council adopt the 2021 Draft Oxford County Cycling Master Plan as attached to Report No. PW 2022-34;
  2. And further, that County Council direct Staff to file a Notice of Completion and commence the 30-day public review period as required under the Municipal Class Environmental Assessment process.

RECOMMENDATIONS

  1. That Oxford County Council receive Report No. PW 2022-35 entitled “Proposed Backflow Prevention Program and Draft By-law” as information;
  2. And further, that Oxford County Council authorize staff to undertake a public consultation and engagement campaign to seek input on the proposed Backflow Prevention Program and draft By-law, and report back to Council with final policy recommendations and results for consideration in 2023.

Resolved that the recommendations contained in Report No. PW 2022-35, titled “Proposed Backflow Prevention Program and Draft By-law”, be adopted.

RECOMMENDATION

  1. That Oxford County Council authorize the transfer of $165,000 from the Woodstock Wastewater Development Charge Reserve to cover the budget shortfall related to professional engineering services for the detailed design of the Lansdowne Avenue Sanitary Pumping Station in Woodstock.

RECOMMENDATION

  1. That Report No. CS 2022-24 entitled “Municipal Modernization Projects Update – Q2 2022” be received for information.

Proposed Resolution:


Resolved that the recommendation contained in Report No. CS 2022-24, titled “Municipal Modernization Projects Update – Q2 2022”, be adopted.

RECOMMENDATION

  1. That By-law No. 6451-2022, being a by-law to authorize the submission of an application to the Ontario Infrastructure Lands Corporation for long-term borrowing through the issue of debentures in the amount of $1,483,000 for the purposes of the County of Oxford, be presented to Council for enactment.

Being a By-law to amend Schedule “B”, Schedule “C” and Schedule “D” of By-law No. 6373-2021, an amendment to By-law 5725-2015, as amended to provide for speed limits on County Roads. 

Being a By-Law to adopt Amendment Number 278 to the County of Oxford Official Plan.

Being a By-Law to adopt Amendment Number 279 to the County of Oxford Official Plan.

Being a  By-law to declare lands legally described as Lots 363 – 366, 515 – 517, Plan 827, and Lot 366, Plan 827, and municipally known as 175 Springbank Avenue North, Woodstock, as surplus to the needs of the County.

Being a By-Law to adopt Amendment Number 277 to the County of Oxford Official Plan.

Being a by-law to approve the submission of an application to Ontario Infrastructure and Lands Corporation (“OILC”) for the long-term financing of certain capital works of the County of Oxford (the “Municipality”); and to authorize the entering into of a rate offer letter agreement pursuant to which the Municipality will issue debentures to OILC.

Being a By-Law to remove certain lands from Part Lot Control.

Being a by-law to confirm all actions and proceedings of the Council of the County of Oxford at the meeting at which this By-law is passed.
