The Application for Official Plan Amendment proposes redesignation of a portion of the subject lands from Open Space to Medium Density Residential to allow for an enlarged medium density residential development block within a draft plan of subdivision, in the Town of Tillsonburg.

RECOMMENDATIONS:

  1. That Oxford County Council approve Application OP 22-19-7, submitted by Lindprop Corporation for lands described a Part of Lots 4 & 5, Concession 10 (Dereham) in the Town of Tillsonburg, to re-designate a portion of the subject lands from Open Space to Medium Density Residential to allow for an enlarged medium density residential development block within a draft plan of subdivision;
  2. Any further, that Council approve the attached Amendment No. 322 to the County of Oxford Official Plan;
  3. And further, that the necessary By-law to approve Amendment No. 322 be raised.

RECOMMENDATION:

  1. That County Council support the Oxford Ontario Health Team (OHT) application for Homelessness and Addiction Recovery Treatment (HART) Hub funding as described in Report HS 2024-11 and authorize the Warden to submit a letter of support, as outlined in the Ministry of Health (MOH) Program Guidelines, endorsing the Oxford OHT application.

RECOMMENDATION:

  1. That Council receive Report CAO 2024-06 for information and circulate it to Area Municipalities, Zero Waste Oxford, Smart Energy Oxford and the Woodstock Environmental Advisory Committee.

RECOMMENDATIONS:

  1. That County Council approve the single source equipment purchase for the replacement of air handler unit number 2 for $375,800, excluding HST, at Woodingford Lodge Woodstock from Engineered Air, pursuant to Section 7.3 of the County’s Purchasing Policy 6.07;
  2. And further, that Council authorize the 2025 single source equipment early procurement for the replacement of air handler unit number 4 totalling $276,500, excluding HST, at Woodingford Lodge Woodstock from Engineered Air, pursuant to Section 7.3 of the County’s Purchasing Policy 6.07;
  3. And further, that Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents hereto.

RECOMMENDATIONS:

  1. That County Council award a multi-year construction contract to the low bidder, Finnbilt General Contracting Limited, in the amount of $4,191,882 (excluding HST) for the Bowerhill Booster Pumping Station project in the City of Woodstock;
  2. And further, that County Council approve a consulting engineering services contract with GEI Consultants required for the engineering review and construction administration of the Bowerhill Booster Pumping Station, for a consultant contract price of $185,520 (excluding HST);
  3. And further, that as part of the multi-year contract award, County Council approve the budgetary commitments of $3,675,000 in 2025 and $370,000 in 2026, included in the total contract prices cited in Recommendation 1 and Recommendation 2 of this report, in advance of the 2025 and 2026 budget process;
  4. And further, that Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

RECOMMENDATIONS:

  1. That County Council award a multi-year construction contract to the low bidder, Stone Town Construction Limited, in the amount of $6,264,807 (excluding HST) for the Lansdowne Avenue Sanitary Pumping Station and Sanitary Sewer Extension project to be located in the City of Woodstock;
  2. And further, that County Council approve consulting engineering services contract with AECOM Canada Ltd, in the amount of $693,907 (excluding HST), required for the engineering review and construction administration of the Lansdowne Avenue Sanitary Pumping Station;
  3. And further, that as part of the multi-year contract award, County Council approve the budgetary commitments of $2,730,000 in 2025 and $725,000 in 2026, included in the total contract price cited in Recommendation 1 and Recommendation 2 of this report, in advance of the 2025 and 2026 budget process;
  4. And further, that County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

RECOMMENDATION:

  1. That By-law 6669-2024, being a by-law to authorize the Chief Administrative Officer and Director of Public Works to execute an agreement with Ducks Unlimited Canada to maintain the naturalized property known as the Curries Road Wetland, for a 20-year period, be presented to Council for enactment.

RECOMMENDATION:

  1. That By-law No. 6667-2024, being a by-law to authorize the submission of an application to the Ontario Infrastructure Lands Corporation for temporary and long-term borrowing through the issue of debentures for the purposes of the Town of Tillsonburg, be presented to Council for enactment.

Being a By-Law to adopt Amendment Number 322 to the County of Oxford Official Plan.

Being a by-law to approve the submission of an application to Ontario Infrastructure Lands Corporation ("OILC") for the long-term financing of certain capital works of the Corporation of the Town of Tillsonburg (the "Lower Tier Municipality") through the issue of debentures by the County of Oxford (the "Upper Tier Municipality"); and to authorize the entering into of a rate offer letter agreement pursuant to which the Upper Tier Municipality will issue debentures on behalf of the Lower Tier Municipality to OILC.

Being a By-Law to remove certain lands from Part Lot Control.

Being a By-law to authorize the execution of an agreement between the County of Oxford and Ducks Unlimited Canada, which includes the properties legally described as PT LT 19-20 CON 4 EAST OXFORD; PT LT 21, 20 CON 5 EAST OXFORD; PT RDAL BTN CON 4 & 5 EAST OXFORD AS IN A5036, A6204, A3926, A5144, A22058, & A5092 EXCEPT PT 2 & 4 41R2597 & AS IN A3950 EXCEPT EASEMENTS THEREIN; DESCRIPTION MAY NOT BE ACCEPTABLE IN FUTURE AS IN A5036, A6204, & A22058; NORWICH.

Being a By-law to confirm all actions and proceedings of the Council of the County of Oxford at the meeting at which this By-law is passed.
