RECOMMENDATION:

  1. That County Council receive Report HS 2025-05, entitled “Employment Services Transformation for Ontario Works”, as information.

RECOMMENDATION:

  1. That Oxford County Council receives the Committee of Management Updates from Woodingford Lodge for information as per requirements under the Fixing Long-Term Care Act, 2021, Section 135.

RECOMMENDATION:

  1. That County Council award a contract to the low bidder, Cassidy Construction London Ltd., in the amount of $2,320,473 (excluding HST), for the 2025 County-Wide Culvert Replacements on Parts of Oxford Road 6, 8, 25, 59 and 119 and authorize the Chief Administrative Officer and Director of Public Works to sign all documents related thereto.

RECOMMENDATION:

  1. That County Council award a contract to the low bidder, Kleenway Building Maintenance Services Inc., in the amount of $1,821,328 (excluding HST) for janitorial services in various Oxford County buildings for a three-year term and authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

RECOMMENDATION:

  1. That County Council award a contract to the low bidder, Sierra Bridge Inc., in the amount of $1,582,144 (excluding HST) for the rehabilitation of Bridge 374623 on Oxford Road 6 in the Township of South-West Oxford and authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

RECOMMENDATIONS:

  1. That County Council approve the addition of the York Street and Powell Street water and sanitary sewer replacement projects, and the Alyea Street sanitary sewer design and construction project as part of the 2025 Capital Budget;
  2. And further, that County Council authorize the transfer of $317,000 from the Water – Woodstock Reserve and $751,500 from the Wastewater – Woodstock reserve to fund the projects.

RECOMMENDATIONS:

  1. That County Council authorize staff to proceed with Alternative 3 – Upgrade the Existing Lagoon-Based System – Submerged Attached Growth Reactor, as the preferred solution for the Norwich Wastewater Treatment Plant Capacity Expansion Class Environmental Assessment Study, as summarized in Report PW 2025-26;
  2. And further, that County Council authorize staff to issue a Notice of Completion and post the Schedule C Environmental Study Report for the Norwich Wastewater Treatment Plant Capacity Expansion in the public record for 30 days in accordance with the requirements of the Municipal Class Environmental Assessment process.

     

RECOMMENDATION:

  1. That By-law No. 6720-2025, being a by-law to establish tax ratios and levy tax rates for upper-tier purposes for the year 2025, be presented to Council for enactment.

Whereas the Provincial Government passed COVID-19 Economic Recovery Act, 2020, S.O. 2020, c. 18 - Bill 197, which requires support from all municipalities within 3.5 kilometers of a landfill application; and, 


Whereas Oxford County has never officially endorsed this change made in Bill 197; and, 


Whereas at least one company has registered lobbyist with the Provincial Government for the purpose of removing this requirement;


Therefore, be it resolved that Oxford County Council fully endorses the changes passed in COVID-19 Economic Recovery Act, 2020, S.O. 2020, c. 18 - Bill 197, giving municipalities within 3.5 kilometers of a new landfill application the right of approval;


And furthermore, that advocating that this requirement stay in place and that it be included in the list of items that Oxford County actively advocates on.

To consider a Delegation from Legal Counsel and Reports PW (CS) 2025-27 and WDFL (CS) 2025-02, regarding the receiving of advice that is subject to solicitor client privilege and a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board.
