RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 18-10-8, submitted by Sierra Construction Woodstock Ltd., for lands legally described as Part Lot 30, Plan 1600 & Part Lot 11, Plan 1613, Parts 2 & 3, 41R-8194, in the City of Woodstock, to redesignate the subject lands from ‘Low Density Residential’ and ‘Business Park’ to ‘Medium Density Residential’, ‘High Density Residential’ and ‘Open Space’ to facilitate the development of a plan of subdivision;
  2. And further, that Council approve the attached Amendment No. 273 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 273 be raised;
  4. And further, that Oxford County Council grant draft approval to a proposed plan of subdivision, submitted by Sierra Construction Woodstock Ltd. (File No. SB 18-11-8) for lands described as Part Lot 30, Plan 1600 & Part Lot 11, Plan 1613, Parts 2 & 3, 41R-8194, in the City of Woodstock, consisting of 1 multi-residential block, 3 business park blocks, 1 park block, 1 stormwater management block and a municipal road, subject to the conditions attached to this report as Schedule “A” being met prior to final approval.

RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 21-12-8 submitted by 1991976 Ontario Inc., for lands described as Lots 12 & 13, Plan 1624, except Part 1, 41R-7641 in the City of Woodstock to redesignate the subject lands from ‘Low Density Residential’ to ‘Medium Density Residential’ to facilitate the development of 26 townhouse dwelling units;
  2. And further, that Oxford County Council approve the attached Amendment No. 272 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 272 be raised.

RECOMMENDATIONS

  1. That Oxford County Council grant draft plan approval to a proposed condominium submitted by Uplift Property Development (File No. CD 21-04-8), prepared by N.A. Geomatics Inc., dated December 9, 2021, for lands described as Lots 6 & 7, Block 11, Plan 34, in the City of Woodstock;
  2. And further, that Oxford County Council approve the application for exemption from the draft plan of condominium approval process submitted by Uplift Property Development (File No. CD 21-04-8), prepared by N.A. Geomatics Inc., dated December 9, 2021, for lands described as Lots 6 & 7, Block 11, Plan 34, in the City of Woodstock.

Resolved that the recommendations contained in Report No. CP 2022-147, titled “Application for Draft Plan of Condominium and Exemption from Draft Plan Approval CD 21-04-8 – Uplift Property Developments”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, Coco Paving Inc., in the amount of $4,602,000 (excluding HST), for the 2022 Road Resurfacing Improvements and Culvert Replacements;
  2. And further, that Oxford County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related thereto.

Resolved that the recommendations contained in Report No. PW 2022-20, titled “Contract Award – 2022 Road Resurfacing Improvements and Culvert Replacements”, be adopted.

RECOMMENDATION

  1. That County Council authorize additional funding in the amount of $104,200 for the procurement of nine hybrid ½ ton pickup trucks, to be financed from the Fleet Reserve, as referenced in Report No PW. 2022-21.

Resolved that the recommendation contained in Report No. PW 2022-21, titled “2022 Fleet Procurement - Hybrid Light Duty Trucks” be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, Smith and Long Limited, in the amount of $1,241,488 (excluding HST) for the HVAC Cooling Upgrade project at the Woodstock Woodingford Lodge location;
  2. And further, that County Council authorize a transfer of $125,000 from the Facilities Reserve to address the budget shortfall for the Woodingford Lodge HVAC Cooling Upgrade contract;
  3. And further, that County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

Resolved that the recommendations contained in Report No. PW 2022-22, titled “Contract Award: Woodingford Lodge HVAC Cooling Upgrade, Woodstock”, be adopted.

RECOMMENDATION

  1. That Oxford County Council endorse the submission comments in response to Environment and Climate Change Canada’s discussion paper titled “Reducing Methane Emissions from Canada’s Municipal Solid Waste Landfills” as outlined in Report No. PW 2022-23.

Resolved that the recommendation contained in Report No. PW 2022-23, titled “Reducing Methane Emissions from Canada’s Municipal Solid Waste Landfills Discussion Paper, Environment and Climate Change Canada”, be adopted.

RECOMMENDATION

  1. That Oxford County Council receive Report No. PW 2022-24 entitled “Environmental Assessment Changes for Advanced Recycling Facilities, Environmental Registry of Ontario Posting No. 019-4867” as information.

Resolved that the recommendation contained in Report No. PW 2022-24, titled “Environmental Assessment Changes for Advanced Recycling Facilities, Environmental Registry of Ontario Posting No. 019-4867”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council authorize an additional $1,858,781 for the County’s cost share of the multi-year construction of the Alyea Sewage Pump Station, being led by the City of Woodstock and located in the Pattullo Industrial Park;
  2. And further, that as part of the multi-year contract award, County Council approve the budgetary commitment of $2,168,312 in 2023, in advance of the 2023 budget process.

Resolved that the recommendations contained in Report No. PW 2022-25, titled “Pattullo Industrial Park Wastewater Servicing - Alyea Sewage Pump Station Construction”, be adopted.

RECOMMENDATION

  1. That By-law No. 6426-2022, being a by-law to establish tax ratios and levy tax rates for upper-tier purposes for the year 2022, be presented to Council for enactment.
