The Official Plan Amendment proposes to accommodate the development of a 47-unit apartment building containing affordable and attainable housing units, in partnership with Oxford County’s Human Services Department in the Town of Tillsonburg.

Application for Draft Plan of Condominium proposing a standard condominium with 17 townhouse units to be serviced by municipal water and wastewater services, in the Township of Blandford-Blenheim.

RECOMMENDATIONS:

  1. That Oxford County Council adopt the updated Growth Analysis and Land Needs Assessment, prepared by Watson & Associates Economists Ltd., dated January 9, 2026, as contained in Attachment 1 to Report CP 2026-08, as the official growth forecasts and allocations for the County and Area Municipalities for the period 2021 to 2061;

     

  2. And further, that Oxford County Council authorize Planning staff to distribute the final document to the Area Municipalities for their information and reference.

RECOMMENDATIONS:

  1. That Oxford County Council approve Official Plan Application OP 24-02-7, submitted by the Town of Tillsonburg for lands described as Lots 25 and 26 and Part of Willow Street, Plan 966, municipally known as 31 Earle Street Tillsonburg, to redesignate a portion of the subject lands from ‘Low Density Residential’ and ‘Environmental Protection’ to ‘Medium Density Residential’ with site specific policies to facilitate the development of a 4 storey, 47 unit apartment building on the subject lands;
  2. And further, that Council approve the attached Amendment Number 347 to the County of Oxford Official Plan, as well as the enacting By-Law 6798-2026.

RECOMMENDATION:

  1. That Oxford County Council grant draft plan approval for the proposed draft plan of condominium (CD 24-06-1), submitted by 2825085 Ontario Inc., for lands described as Lot 6 and Part Lots 5 and 7, Block A, Plan 104 and Part Lot 13, Concession 6 (Blenheim), Part 1, Plan 41R-10730, in the Township of Blandford-Blenheim (Village of Drumbo), municipally known as 23 Henry St, Drumbo, with a lapsing date of 3 years from the date of draft plan approval, subject to the conditions attached to this report as Schedule ‘A’ being met prior to final approval.
