Re: Gas Tax Update

Resolved that correspondence item 7.1 on the Open meeting agenda of April 14, 2021 be received as information.

RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 20-20-8 submitted by Davinder Grewal, Harvarinder Sidhu & Kuldeep Singh, for lands described as Part Lots 7 & 9, Plan 491, in the City of Woodstock, to amend the special Business Park policy area adjacent to the Brick Pond Wetlands to include a small-scale truck terminal with parking for up to 16 transport trucks as a permitted use on a portion of the said lands;
  2. And further, that Council approve the attached Amendment No. 257 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 257 be raised.

RECOMMENDATIONS

  1. That County Council award a construction contract to Becc Construction Inc., in the amount of $1,453,000 (excl. HST) for the development of an 8 unit affordable housing project on County owned lands located at 738 Parkinson Road, Woodstock;
  2. And further, that in addition to the $1,122,834 Social Services Relief Fund allocation approved by Council under Report No. HS 2021-04, County Council authorize an allocation of up to $391,267 from the Canada-Ontario Community Housing Initiative (COCHI) and $37,199 from the Affordable Housing Reserve, to support the development of the multi-residential affordable housing project;
  3. And further, that County Council authorize the Director of Human Services and the Chief Administrative Officer to execute a Municipal Housing Facilities Agreement and all other necessary documents related to the proposed affordable housing development at 738 Parkinson Road, Woodstock.

RECOMMENDATION

  1. That Oxford County Council approve the Facilities Long Term Renewable Energy Plan project evaluation criteria and weighting system as set out in Report No. PW 2021-11 entitled “Facilities Long Term Renewable Energy Plan – Evaluation Criteria and Weighting System” for the purpose of developing a multi-year capital plan for renewable energy projects.

RECOMMENDATION

  1. That Oxford County Council receive Report No. PW 2021-12 entitled “Proposed Producer Responsibility Regulation for Hazardous and Special Products, Environmental Registry of Ontario Posting No. 019-2836” as information.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, Viewcon Construction Ltd., in the amount of $3,373,030 (excluding HST) for the reconstruction of Oxford Road 54 (Huron Street) from Devonshire Avenue to Ingersoll Avenue in the City of Woodstock;
  2. And further, that Oxford Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

Resolved that the recommendations contained in Report No. PW 2021-13, titled “Contract Award – Oxford Road 54 (Huron Street) Reconstruction – Phase 1, City of Woodstock”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, Urbanlink Civil Ltd., in the amount of $1,101,301 (excluding HST) for the Rehabilitation of Bridge No. 15083 on Oxford Road 15, construction of a left-turn lane and pedestrian crossing;  
  2. And further, that Oxford County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related thereto.

 Proposed Resolution:

Resolved that the recommendations contained in Report No. PW 2021-14, titled “Contract Award – Oxford Road 15 (Parkinson Road) Bridge Rehabilitation, Left Turn Lane & Pedestrian Crossing”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, Cassidy Construction London Inc., in the amount of $1,157,451 (excluding HST) for the intersection improvements of Oxford Road 59 (Norwich Avenue) and Juliana Drive in the City of Woodstock;
  2. And further, that Oxford County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

 Proposed Resolution:

Resolved that the recommendations contained in Report No. PW 2021-15, titled “Contract Award – Oxford Road 59 (Norwich Avenue) and Juliana Drive Intersection Improvements, City of Woodstock”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a contract to the low bidder, Coco Paving Inc., in the amount of $3,968,000 (excluding HST), for the 2021 Road Resurfacing Improvements and Culvert Replacements;
  2. And further, that Oxford County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related thereto.

 Proposed Resolution:

Resolved that the recommendations contained in Report No. PW 2021-16, titled “Contract Award – 2021 Road Resurfacing Improvements and Culvert Replacements”, be adopted.

RECOMMENDATIONS

  1. That County Council award a contract to the low bidder, Norjohn Contracting & Paving Ltd., in the amount of $1,068,730 (excluding HST), for the County portions of work included in the 2021 Joint Surface Treatment tender;
  2. And further, that County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related thereto.

 Proposed Resolution:

Resolved that the recommendations contained in Report No. PW 2021-17, titled “Contract Award – 2021 Joint Surface Treatment”, be adopted.

RECOMMENDATIONS

  1. That Oxford County Council award a two-year contract to the low bidder, Omega Contractors Inc., in the amount of $8,630,999 (excluding HST) for the watermain extension and sanitary forcemain on Oxford Road 4, Oxford Road 17 and Lansdowne Avenue in the City of Woodstock;
  2. And further, that County Council authorize additional funding in the amount of $275,000 to address the 2021 budget shortfall (related to sanitary forcemain), to be financed from the Woodstock wastewater reserve;
  3. And further, that as part of the two-year contract award, County Council approve the budgetary commitments of $4,842,018 (excluding HST), included in the total contract price cited in Recommendation No. 1 of Report No. PW 2021-18, for the respective 2022 phase of the project;
  4. And further, that County Council authorize the Chief Administrative Officer and Director of Public Works to sign all documents related hereto.

Resolved that the recommendations contained in Report No. PW 2021-18, titled “Contract Award – Oxford Road 4, Oxford Road 17 & Lansdowne Avenue Watermain Extension and Sanitary Forcemain: Phase 1 and Phase 2, City of Woodstock”, be adopted.

RECOMMENDATION

  1. That Oxford County Council receive Report No. PW 2021-19 entitled “Emergency Repairs - Sanitary Sewer Stoney Creek Erosion Protection, Tillsonburg” for information.

Resolved that the recommendation contained in Report No. PW 2021-19, titled “Emergency Repairs – Sanitary Sewer Stoney Creek Erosion Protection, Tillsonburg”, be adopted.

RECOMMENDATION

  1. That By-law No. 6335-2021, being a by-law to establish tax ratios and levy tax rates for upper-tier purposes for the year 2021, be presented to Council for enactment.

 Proposed Resolution:

Resolved that the recommendation contained in Report No. CS 2021-16, titled “2021 Tax Policy By-law”, be adopted.

RECOMMENDATIONS

  1. That By-law No. 6336-2021 being a by-law to authorize the borrowing by issuing debentures, for a term of 10 years, in the amount of $3,250,000.00, for the purposes of the County of Oxford, be presented to Council for enactment;
  2. And further, that By-law No. 6337-2021, being a by-law to authorize the borrowing by issuing debentures, for a term of 20 years, in the amount of $718,436.00, for the purposes of the County of Oxford, be presented to Council for enactment.

 Proposed Resolution:

Resolved that the recommendations contained in Report No CS 2021-17, titled “OILC Debenture Issues – County”, be adopted.

RECOMMENDATION

  1. That County Council hereby authorizes the Director of Corporate Services to execute a Funding Agreement with the Ministry of Community Safety and Correctional Services, under the Court Security and Prisoner Transportation Program, as outlined in Report No. CS 2021-18.

Resolved that the correspondence dated March 23, 2021 from Garrod Pickfield to the Local Planning Appeal Tribunal regarding County of Oxford Appeal to OPA 249 (Tribunal Case No. PL200633) be received as information.

Proposed Resolution:

Whereas the current Terms of Reference for the Agricultural and Planning Advisory Committee state that it shall consist of one representative from each of several relevant and specified organizations; 

And whereas all of those organizations have been asked for, but not all have offered, representation; 

And whereas the Committee is to primarily function as an advisory body to the County on agricultural and other land use related matters, and that work is best done with as many perspectives as possible; 

Therefore, be it resolved that the Agricultural and Planning Advisory Committee recommend to Oxford County Council that any remaining open spaces for this term be offered to other Oxford agricultural organizations, and that the Terms of Reference be amended accordingly.

Being a By-Law to Establish Tax Ratios and Levy Tax Rates for Upper-Tier Purposes for the Year 2021.

Being a By-law of the County of Oxford to authorize the borrowing upon serial debentures in the principal amount of $3,250,000.00 towards the cost of a certain capital work of the County of Oxford set out in Schedule "A" to this By-law.

Being a By-law of the County of Oxford to authorize the borrowing upon serial debentures in the aggregate principal amount of $718,436.00 towards the cost of certain capital works of the County of Oxford set out in Schedule "A" to this By-law.

Being a By-law to adopt Amendment Number 257 to the County of Oxford Official Plan.  

Being a By-law to amend Schedules “A”, “B” and “C” to By-law 5725-2015, as amended to provide for speed limits on County Roads.

Being a By-law to confirm all actions and proceedings of the Council of the County of Oxford at the meeting at which this By-law is passed.
