Application to amend the Official Plan and the City’s Zoning By-law to facilitate the development of two residential lots for proposed single detached dwellings on lands located at the western terminus of Salter Avenue, west of Odlum Drive, in the City of Woodstock.

RECOMMENDATIONS

  1. That Oxford County Council approve Application OP 22-26-8, submitted by Cedar Creek Golf Course Limited c/o Woodstock Developments Inc., for lands legally described as Part Lot 20-21, Plan 1600, Part 3 and 9 of 41R-5666, City of Woodstock, to re-designate a portion of the subject lands to Low Density Residential to facilitate the development of 2 residential lots;
  2. And further, that Council approve the attached Amendment No. 303 to the County of Oxford Official Plan and that the necessary by-law to approve Amendment No. 303 be raised.

RECOMMENDATIONS

  1. That County Council endorse, in principle, the draft 2024 Transportation Master Plan (TMP) as the recommended transportation strategies, policies, and project timelines to meet Oxford’s growth needs to 2046, as well as continuing to provide sustainable and safe infrastructure as previously detailed in Report No. PW 2023-32 entitled “2024 Transportation Master Plan”;
  2. And further, that County Council direct Staff to file a Notice of Completion and commence the 30-day public review period as required under the Municipal Class Environmental Assessment (MCEA) process.

     

RECOMMENDATIONS

  1. That County Council endorse, in principle, the draft 2024 Water and Wastewater Master Plan (W/WW MP) as the recommended servicing strategies to meet Oxford’s growth needs to 2046, as well as provide effective ongoing continuity to existing serviced settlement areas as previously detailed in Report No. PW 2023-33 entitled “2024 Water and Wastewater Master Plan”;
  2. And further, that County Council direct Staff to file a Notice of Completion and commence the 30-day public review period as required under the Municipal Class Environmental Assessment (MCEA) process.

RECOMMENDATION

  1. That By-law 6573-2023, being a by-law to authorize the submission of an application to the Ontario Infrastructure Lands Corporation for temporary and long-term borrowing through the issue of debentures for the purposes of the City of Woodstock and repeal By-law 6563-2023, be presented to Council for enactment.

RECOMMENDATION

  1. That By-law No. 6574-2023, being a by-law to authorize the submission of an application to the Ontario Infrastructure Lands Corporation for temporary and long-term borrowing through the issue of debentures for the purposes of the Town of Tillsonburg, be presented to Council for enactment.

Resolved that Planning staff be directed to provide a potential housing target that could be considered for Oxford County, for up to the 2031 timeframe, based upon known information to date and recognizing that progress toward any such target will also be dependent on various factors that are outside direct municipal control (e.g. market, economic etc.);


And further, that the Warden write a letter to the province informing them of Oxford County's ability to assist towards their goal of 1.5 million units based on the information provided.

To consider Report No. PW (CS) 2023-38 regarding a proposed or pending acquisition or disposition of land by the County or local board.

Being a By-Law to adopt Amendment Number 303 to the County of Oxford Official Plan.

Being a By-law to authorize the submission of an application to Ontario Infrastructure and Lands Corporation ("OILC") for financing certain capital work(s) of the Corporation of the City of Woodstock; and to authorize long-term borrowing for such capital work(s) through the issue of debentures by the County of Oxford (the "Upper Tier Municipality") to OILC; and that By-law 6563-2023 be hereby repealed.

Being a By-law to authorize the submission of an application to Ontario Infrastructure and Lands Corporation ("OILC") for financing certain capital work(s) of the Corporation of the Town of Tillsonburg; and to authorize long-term borrowing for such capital work(s) through the issue of debentures by the County of Oxford (the "Upper Tier Municipality") to OILC.

Being a By-law to confirm all actions and proceedings of the Council of the County of Oxford at the meeting at which this By-law is passed.
