RECOMMENDATION:

1. That County Council adopt the Fleet Management Plan, as attached to Report PW 2025-60, for implementation.

CS 2025-29 2026 Business Plans and Budget (Presentation)

RECOMMENDATION:

1. That the 2026 Draft Business Plan and Budget be received for discussion purposes.

CS 2026-30 2026 Oxford County Library Business Plan and Budget

RECOMMENDATION:

1. That the recommendation of the Oxford County Library Board dated October 21, 2025 that County Council approve the draft Oxford County Library Business Plan and Budget to provide a levy of $6,292,127, as adjusted for minor interdepartmental charges, be referred to budget deliberations.

CS 2025-31 2026 Court Security Grant Special Tax Levy

RECOMMENDATION:

1. That a special 2026 tax levy for a Court Security Grant for Woodstock Police Services in the amount of $62,266, determined on the same basis as the 2020 to 2025 annual special tax levies, be considered during 2026 budget deliberations.

CS 2025-32 2026 Water and Wastewater Rates

RECOMMENDATIONS:

1. That Report CS 2025-32 presenting preliminary 2026 water and wastewater rates for the County systems, be received and considered during 2026 budget deliberations;
2. And further, that the Water and Wastewater Rates Policy 6.22, as amended, in Attachment 1 to Report CS 2025-32 be approved.

CS 2025-33 2026 Preliminary Assessment and Tax Analysis

RECOMMENDATION:

1. That Report CS 2025-33 entitled “2026 Preliminary Assessment and Tax Analysis”, be considered during 2026 budget deliberations.

CAO 2025-08 Procedure By-law Amendment – Public Hearing Procedures

RECOMMENDATION:

1. That By-law 6268-2020, being a by-law to adopt the County of Oxford Procedure By-law, be amended at Schedule “A” as well for the inclusion of a new Schedule “C”, as proposed within this Report and that By-law 6771-2025 be presented to Council for enactment.
