To re-designate the subject lands from ‘Residential’ to ‘Community Facility’ to permit the redevelopment of a former school site to a continuum-of-care facility consisting of a long term care facility, retirement home and an apartment building in the Town of Tillsonburg.

To re-designate the site from ‘Low Density Residential’ to ‘Medium Density Residential’ to facilitate the development of two 4-storey apartments and up to 21 townhouse dwellings on the subject lands in the Town of Tillsonburg.

Presentation of award to a County landowner who has made exemplary contributions to the preservation and enhancement of natural features and areas, such as woodlands, wetlands,
streams and meadows.

RECOMMENDATIONS

  1. That Oxford County Council approve Application OP 23-12-7, submitted by Tillsonburg LTC Inc. (PeopleCare Inc.) for lands described as Part Lot 380 Plan 500, 41R-9104, Town of Tillsonburg, to redesignate the subject lands from ‘Residential’ to ‘Community Facility’ to facilitate the development of a continuum-of-care facility consisting of a 3-storey Long Term Care Facility, a 5-storey Retirement Home, and a 4-storey Apartment Dwelling;
  2. And further, that Council approve the attached Amendment No. 312 to the County of Oxford Official Plan, and that the necessary By-law to Approve Amendment No. 312 be raised.

RECOMMENDATIONS

  1. That Oxford County Council approve Application OP 23-07-7, submitted by the Thames Valley District School Board for lands described as Part Lot 8, Concession 12 (Dereham), Part 1 of 41R-6017, Town of Tillsonburg, to re-designate the site from ‘Low Density Residential’ to ‘Medium Density Residential’ to facilitate the development of two 4-storey apartments and up to 21 townhouse dwellings on the subject lands.
  2. And further, that Council approve the attached Amendment No. 308 to the County of Oxford Official Plan, and that the necessary By-law to Approve Amendment No. 308 be raised.

RECOMMENDATIONS

  1. That County Council authorize the implementation of Community Safety Zones as described in Report PW 2024-04, titled ‘2024 Community Safety Zone Implementation’;
  2. And further, that a by-law be presented to County Council at the February 28, 2024 Council meeting to amend By-law 6511-2023 to designate additional Community Safety Zones on parts of the County road network as outlined in Report PW 2024-04.

RECOMMENDATION

  1. That County Council authorize the transfer of $305,000 from the Wastewater - Woodstock Reserve to fund the renovation of the washroom/locker room at the Woodstock Wastewater Treatment Plant located at 195 Admiral Street, Woodstock.

RECOMMENDATIONS

  1. That County Council approve the updated Terms of Reference for the Safe and Well Oxford Steering Committee as attached to Report CAO 2024-02 entitled “Updated Terms of Reference: Safe and Well Oxford Steering Committee February 14, 2024” as Attachment 1;
  2. And further, that County Council support the addition of the following positions to the Safe and Well Oxford Steering Committee for the remainder of the current term of Council, commencing February 26, 2024 and ending on November 15, 2026:
    1. One representative from the Domestic Abuse Response Team (DART) Action Coalition;
    2. One representative from the Oxford Ontario Provincial Police (OPP);
    3. One representative from the Woodstock Police Service (WPS).

RECOMMENDATION

  1. That Council receive Report CAO 2024-03 entitled “Tourism Oxford 2023 Annual Review” as information.

RECOMMENDATION

  1. That County Council hereby authorizes the Chief Administrative Officer and Director of Corporate Services to execute a Funding Agreement with the Ministry of the Solicitor General, under the Court Security and Prisoner Transportation Program, as outlined in Report CS 2024-03.

RECOMMENDATIONS

  1. That By-law 6610-2024, being a by-law to appoint Christene Scrimgeour, operating under Scrimgeour & Company, as external auditor for the County of Oxford for the fiscal years ending December 31, 2024 though to December 31, 2026 with two one-year possible extensions for years 2027 and 2028 inclusive, be presented to Council for enactment;
  2. And further, that notwithstanding By-law 6610-2024, appointing Christene Scrimgeour, CPA, CA, as the Municipal Auditor for the County of Oxford, Council hereby authorizes the County’s Municipal Auditor to rely on audited statements prepared by the auditor appointed by the Southwestern Public Health Board, for the term, including any and all extensions, for proportionate consolidation with the County’s Audited Financial Statements, subject to Southwestern Public Health’s Board appointed auditor issuing an unqualified audit report and that the auditor is in good standing with CPA Ontario.
