Re: Transportation Master Plan

RECOMMENDATIONS

  1. That Oxford County Council approve Application OP22-28-8, initiated by 2733153 Ontario Inc. & 2774487 Ontario Inc., for lands legally described as Part of Park Lot 2, Plan 55, in the City of Woodstock, to redesignate the subject lands from ‘Low Density Residential’ to ‘Medium Density Residential’ to facilitate the development of a 3 storey, 8 unit multiple residential dwelling on the subject lands;
  2. And further, that Council approve the attached Amendment No. 297 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 297 be raised.

RECOMMENDATION

  1. That Oxford County Council not approve Application No. OP 22-25-4, submitted by SBM Ltd. c/o Simona Rasanu on behalf of Barbara & Johannes Hakkenberg for lands described Part Lots 10-11, Conc. 4, (Dereham) and municipally known as 344154 Ebenezer Road in the Township of South-West Oxford to include a site specific development policy to recognize the trucking operation on the subject lands.

RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 23-03-4, submitted by Murgo Farms Ltd., for lands described as Lot 34, Concession 4 (West Oxford), Township of South-West Oxford, and municipally known as 484820 Sweaburg Road, to facilitate the severance of a surplus farm dwelling, as the proposal is consistent with the policies of the PPS and maintains the intent and purpose of policies contained in Official Plan Amendment No. 269;
  2. And further, that Council approve the attached Amendment No. 300 to the County of Oxford Official Plan;
  3. And further, that the necessary by-law to approve Amendment No. 300 be raised.

RECOMMENDATIONS

  1. That the Director of Community Planning, in consultation with other County staff and stakeholders as required, prepare and submit additional comments to the Provincial consultations on the updated Review of the Provincial Policy Statement, as generally outlined in Report No. CP 2023-194;
  2. And further, that Report No. CP 2023-194 be circulated to the Area Municipalities for information.

RECOMMENDATIONS

  1. That County Council endorse, in principle, the draft 2024 Transportation Master Plan as the recommended transportation strategies, policies, and project timelines to meet Oxford’s growth needs to 2046, as well as continuing to provide sustainable and safe infrastructure;
  2. And further, that County Council direct Staff to file a Notice of Completion and commence the 45-day public review period as required under the Municipal Class Environmental Assessment (MCEA) process.

RECOMMENDATIONS

  1. That County Council endorse, in principle, the draft 2024 Water and Wastewater Master Plan as the recommended servicing strategies to meet Oxford’s growth needs to 2046 as well as provide effective on-going continuity to existing serviced settlement areas;
  2. And further, that County Council direct Staff to file a Notice of Completion and commence the 45-day public review period as required under the Municipal Class Environmental Assessment (MCEA) process.

RECOMMENDATIONS

  1. That County Council authorize staff to initiate the development of a new 10-Year Housing and Homelessness (Shelter) Plan, including public consultation with various stakeholders;
  2. And further, that County Council authorize staff to solicit prospective consultants to assist in developing the 10-Year Shelter Plan and conduct an update to the current housing needs assessment, funded from the Affordable Housing Reserve in an amount up to $90,000;
  3. And further, that County Council direct staff to consider the relevant initiatives under the 100% Housed Plan in the development of a new 10-Year Housing and Homelessness (Shelter) Plan.

RECOMMENDATIONS

  1. That County Council authorize the allocation of up to $1.2 million from the Affordable Housing Reserve, up to $480,000 from the Ontario Housing Priorities Initiative (OPHI) and up to $635,000 from the Canada-Ontario Community Housing Initiative (COCHI), to Dream Legacy Foundation, to support the development of a 43-unit multi-residential rental building, including a minimum of 23 affordable rental units, at 175 Springbank Avenue North, in the City of Woodstock;
  2. And further, that County Council authorize the Chief Administrative Officer and the Director of Human Services to execute an Agreement of Purchase and Sale with Dream Legacy Foundation, for the conveyance of the County owned lands located at 175 Springbank Avenue North, Woodstock, as shown on Attachment 1 to this report, to facilitate the proposed affordable housing project;
  3. And further, that County Council authorize the Chief Administrative Officer and the Director of Human Services to execute a Municipal Housing Facilities Agreement and all other necessary documents related to the proposed affordable housing project located at 175 Springbank Avenue North, in the City of Woodstock.

RECOMMENDATIONS

  1. That Council approve the revisions to Flag Protocol Policy No. 3.05, as attached to Report No. CS 2023-22, effective July 12, 2023;
  2. And further, that County Council approve the revisions to Proclamations Policy No. 3.06, as attached to Report No. CS 2023-22, effective July 12, 2023.

RECOMMENDATION

  1. That Schedule “A” to By-law No. 6268-2020, being a by-law to adopt a County of Oxford Procedure By-law, be amended as proposed within this report.

Whereas Oxford is a responsible and accountable government with respect to matters within its jurisdiction; and,


Whereas powers being transferred from the whole of Council to the Head of Council should be viewed as a matter within its jurisdiction; and,


Whereas service delivery should be viewed as a matter within its jurisdiction; 


Therefore be it resolved that Oxford does not wish to be considered for the implementation of either “Strong Mayor” powers per the “Strong Mayors, Building Homes Act, 2022, S.O. 2022, c. 18 - Bill 3”, or any restructuring that is not requested by Oxford with its area municipal partners; and,


That this resolution be forwarded to all Oxford area municipalities requesting resolutions of support so that the future governance of Oxford is in the hands of its residents; and,


That this resolution, and all resolutions of support from Oxford’s area municipal partners, be forwarded to the Oxford MPP, the Minister of Municipal Affairs and Housing, and the Premier of Ontario.
