To consider a proposal to re-designate the lands from Open Space and Medium Density Residential to High Density Residential to facilitate the development of a ten storey, 125 unit apartment building at the northwest corner of Juliana Drive and Lampman Place, west of Norwich Avenue, in the City of Woodstock.

RECOMMENDATIONS

  1. That Oxford County Council approve Application OP 22-26-8, submitted by Cedar Creek Golf Course Limited c/o Woodstock Developments Inc, for lands legally described as Part Lot 20-21, Plan 1600, Part 3 & 9 of 41R-5666, City of Woodstock, to re-designate the subject lands to High Density Residential to facilitate the development of a 10 storey, 125 unit apartment building on the subject lands;
  2. And further, that Council approve the attached Amendment No. 298 to the County of Oxford Official Plan and that the necessary by-law to approve Amendment No. 298 be raised.

RECOMMENDATIONS

  1. That County Council endorse the implementation of speed management and road safety measures in Springford (Oxford Road 13, Oxford Road 19), Curries (Oxford Road 40), Foldens (Oxford Road 6, Oxford Road 12), Culloden (Oxford Road 10), Verschoyle (Oxford Road 10), Sweaburg (Oxford Road 12) and Dereham Centre (Oxford Road 27), as described in Report No. PW 2023-28;
  2. And further, that a by-law be presented to County Council at the June 28, 2023 Council meeting to amend By-law No. 5725-2015 to designate and modify speed zone limits as outlined in Report No. PW 2023-28;
  3. And further, that County Council authorize the transfer of $50,000 from the Roads Reserve to the 2023 Traffic Calming Capital account;
  4. And further, that a by-law be presented to County Council at the June 28, 2023 Council meeting to amend By-Law No. 6511-2023 to designate and modify Community Safety Zone limits as outlined in Report No. PW 2023-28.

RECOMMENDATION

  1. That County Council enact By-law No. 6544-2023, being a by-law to regulate Backflow Prevention and Cross Connection Control to protect the County of Oxford’s Municipal Drinking Water Systems.

RECOMMENDATIONS

  1. That County Council hereby authorizes a departure from Section 4.2 of the County Reserve Policy No. 6.20 – Annual Allocation of Operation Surpluses to allocate $2 million of the 2022 year-end General operating surplus to the Affordable Housing Reserve in the amount of $1 million; and to a establish a new Long-term Care Expansion Capital Reserve in the amount of $1 million; prior to the prescribed allocations as set out in subsection 4.2.10 as described in Report No. CS 2023-17 entitled “2022 Audited Financial Statements”;
  2. And further, that the Oxford County Consolidated Financial Statements and the County of Oxford Trust Funds Statements for the year ended December 31, 2022 be accepted.

RECOMMENDATIONS

  1. That the 2024 draft budget schedule as set out in Report No. CS 2023-18 entitled “2024 Draft Budget Schedule and Budget Survey” be approved;
  2. And further, that the 2024 budget communication, engagement and reporting plan be approved.

RECOMMENDATION

  1. That County Council receive Report No. HS 2023-09, entitled “Homelessness Prevention Program Funding Investment Plan and Annual Update”, as information.

Whereas, all Ontarians deserve and expect a safe and respectful workplace;


Whereas, municipal governments, as the democratic institutions most directly engaged with Ontarians need respectful discourse;


Whereas, several incidents in recent years of disrespectful behaviour and workplace harassment have occurred amongst members of municipal councils;


Whereas, these incidents seriously and negatively affect the people involved and lower public perceptions of local governments;


Whereas, municipal Codes of Conduct are helpful tools to set expectations of council member behaviour;


Whereas, municipal governments do not have the necessary tools to adequately enforce compliance with municipal Codes of Conduct;


Now, therefore be it resolved that the County of Oxford supports the call of the Association of Municipalities of Ontario for the Government of Ontario to introduce legislation to strengthen municipal Codes of Conduct and compliance with them in consultation with municipal governments;


Also be it resolved that the legislation encompass the Association of Municipalities of Ontario’s recommendations for:

  • Updating municipal Codes of Conduct to account for workplace safety and harassment
  • Creating a flexible administrative penalty regime, adapted to the local economic and financial circumstances of municipalities across Ontario
  • Increasing training of municipal Integrity Commissioners to enhance consistency of investigations and recommendations across the province
  • Allowing municipalities to apply to a member of the judiciary to remove a sitting member if recommended through the report of a municipal Integrity Commissioner
  • Prohibit a member so removed from sitting for election in the term of removal and the subsequent term of office.

And further that this resolution be circulated to the Honourable Doug Ford, Premier of Ontario; the Honourable Steve Clark, Ministry of Municipal Affairs and Housing; the Honourable Ernie Hardeman, Oxford MPP; Charmaine Williams, Associate Minister of Women's Social and Economic Opportunity; the Association of Municipalities of Ontario; and all Ontario Municipalities.
