Official Plan Amendment to amend the policies of the Low-Density Residential Areas and Entrepreneurial District Areas to provide opportunities for Additional Residential Units (ARUs) to be developed broadly within the Town of Tillsonburg.

To consider an amendment to the Official Plan which proposes to re-designate the lands from Future Urban Growth and Agricultural Reserve to Low Density Residential to facilitate a residential draft plan of subdivision consisting of 4 lots for single detached dwellings, served by the extension of an internal local street in the City of Woodstock.

RECOMMENDATIONS

  1. That Oxford County Council approve Application No. OP 22-15-7, initiated by the Town of Tillsonburg, to amend the policies of the Low-Density Residential District and Entrepreneurial District to allow for the development of ARUs within the Town of Tillsonburg, in accordance with Provincial direction;
  2. And further, that Council approve the attached Amendment No. 311 to the County of Oxford Official Plan and that the necessary By-law to approve Amendment No. 311 be raised.

RECOMMENDATIONS

  1. That Oxford County Council approve Application OP 21-17-8, submitted by Andrea and Omid Tamjidi, for lands legally described as Concession 13, Part Lot 5, Part 2, 41R9789 (East Zorra), in the City of Woodstock, to redesignate the subject lands from ‘Future Urban Growth’ and ‘Agricultural Reserve’ to ‘Low Density Residential’ to facilitate the development of the subject lands for residential development;
  2. And further, that Council approve the attached Amendment No. 310 to the County of Oxford Official Plan and raise the necessary by-law to approve Amendment No. 310;
  3. And further, that Oxford County Council grant draft approval to a proposed residential subdivision, File No. SB 21-12-8, submitted by Andrea and Omid Tamjidi, for lands legally described as Concession 13, Part Lot 5, Part 2, 41R-9789 (East Zorra), in the City of Woodstock, subject to the conditions attached to this report as Attachment 5 being met prior to final approval.

RECOMMENDATION

That Schedule “A” to By-law No. 4889-2007, being a by-law to impose fees and charges for services provided by the County of Oxford that are not covered through direct taxation, be amended effective January 1, 2024, specifically pertaining to Planning Fees as set out in Report CP 2023-371.

RECOMMENDATION

  1. That County Council authorize the Chief Administrative Officer and the Director of Public Works to enter into agreements with the Upper Thames River Conservation Authority and the Grand River Conservation Authority for the provision of nonmandatory services as set out in Report CP 2023-381.

RECOMMENDATIONS

  1. That County Council endorse the recommended intersection improvements at Punkeydoodles Corners for implementation in 2024 as detailed in Report PW 2023-44;
  2. And further, that County Council authorize a three-way capital cost sharing arrangement with Perth County and Wilmot Township to implement proposed intersection improvements as a joint project with municipalities sharing jurisdictional road authority;
  3. And further, that County Council pre-approve $1,000,000 as part of the 2024 Capital Budget to fund proposed capital works at Punkeydoodles Corners with one-third cost recovery each from Perth County and Wilmot Township;
  4. And further, that a future by-law be presented to County Council to amend By-law 3741-98 to amend through highway designation for Oxford Road 24 and Oxford Road 5 as a result of proposed intersection closure at the location identified as Intersection 3 (Perth-Oxford Road/Oxford Road 24 and Perth Road 101) in Report 2023-44.

RECOMMENDATIONS

  1. That County Council endorse the implementation of speed management and road safety measures in the Town of Tillsonburg (Oxford Road 20) and City of Woodstock (Oxford Road 15, Oxford Road 35 and Oxford Road 17) as described in Report PW 2023-45;
  2. And further, that County Council endorse the implementation of an all-way stop condition in the Town of Ingersoll (intersection of Oxford Road 7 and North Town Line) as described in Report PW 2023-45;
  3. And further, that a by-law be presented to County Council at the December 13, 2023 Council meeting to amend By-law 5725-2015 to designate and modify speed zone limits in the Town of Tillsonburg and City of Woodstock as outlined in Report PW 2023-45;
  4. And further, that a by-law be presented to County Council at the December 13, 2023 Council meeting to amend By-law 3741-98 to designate an all-way stop condition at the intersection of Oxford Road 7 and North Town Line in the Town of Ingersoll.

RECOMMENDATIONS

  1. That Oxford County Council authorize up to $8,094,000 in planned spending over the next three years, in order to meet the funding requirements for Canada Mortgage and Housing Corporation to provide $3,222,743 in contributions through the National Housing Co-Investment Fund;
  2. And further, that the Chief Administrative Officer and the Director of Public Works be authorized to execute all documents related to the funding agreement, as outlined in Report PW 2023-46.

     

RECOMMENDATIONS

  1. That County Council receive Report HS 2023-20, entitled “Bill 134, Affordable Homes and Good Jobs Act, 2023” as information;
  2. And further, that Report HS 2023-20 be circulated to Area Municipalities for information purposes.

RECOMMENDATION

  1. That Report CS 2023-43 entitled “2024 Preliminary Assessment and Tax Analysis”, be received for information.

RECOMMENDATIONS

  1. That Report CS 2023-44 presenting preliminary 2024 water and wastewater rates for the County systems, be received;
  2. And further, the Water and Wastewater Rates come into full force and effect as of January 1, 2024.

RECOMMENDATION

  1. That By-law No. 6586-2023, being a by-law to authorize the borrowing of funds from the Landfill and Waste Diversion Reserve Fund in the amount of $29,438.50 to be used for the purposes of financing property owners’ charges for capital costs related to the Concession St West Services Extension Project, be presented to Council for enactment.

RECOMMENDATION

  1. That By-law No. 6587-2023, being a by-law to authorize the borrowing of funds from the Landfill and Waste Diversion Reserve Fund in the amount of $459,764.88 to be used for the purposes of financing capital costs incurred related to County of Oxford renewable energy projects, be presented to Council for enactment.

RECOMMENDATIONS

  1. That By-law 6588-2023, being a by-law to authorize the borrowing by issuing debentures, for a term of 25 years, in the amount of $250,000, for the purposes of the Town of Tillsonburg, be presented to Council for enactment;
  2. And further, that By-law 6589-2023, being a by-law to authorize the borrowing by issuing debentures, for a term of 10 years, in the amount of $200,000, for the purposes of the City of Woodstock, be presented to Council for enactment;
  3. And further, that By-law 6590-2023, being a by-law to authorize the borrowing by issuing debentures, for a term of 10 years, in the amount of $700,000, for the purposes of the City of Woodstock, be presented to Council for enactment;
  4. And further, that By-law 6591-2023, being a by-law to authorize the borrowing by issuing debentures, for a term of 20 years, in the amount of $4,142,000, for the purposes of the County of Oxford, be presented to Council for enactment.

Whereas the Accessibility Advisory Committee established under a Terms of Reference dated June 2022 provides for a membership including six members of the public (majority of whom shall be persons with disability) and one County Councillor;


And whereas, the value of first-hand experience of the members of our community having disabilities should not be muted by political views;


Therefore, be it resolved that the Accessibility Advisory Committee Terms of Reference, dated June 2022, be amended to remove the following: “In addition to the above, the Accessibility Advisory Committee will appoint one (1) County Councillor.”

To consider Report No. PW (CS) 2023-47 and Report No. HS (CS) 2023-19 regarding proposed or pending acquisitions or disposition of land by the County or local board.

Being a By-Law to adopt Amendment Number 310 to the County of Oxford Official Plan.

Being a by-law to authorize the borrowing of funds from the Landfill and Waste Diversion Reserve Fund in the amount of $29,438.50 to be used for the purposes of financing property owners’ charges for capital costs related to services provided under the Oxford County Concession St West Services Extension Project (the “Services”).

Being a by-law to authorize the borrowing upon funds from the Landfill and Waste Diversion Reserve Fund in the amount of $459,764.88, to be used for the purposes of financing the 816 Alice Street, 178 Earl Street and 21 Reeve Street Net Metering Projects.

A By-law of The County of Oxford to authorize the borrowing upon serial debentures in the principal amount of $250,000.00 towards the cost of a certain capital work of the Corporation of the Town of Tillsonburg set out in Schedule "A" to this by-law.

A By-law of the County of Oxford to authorize the borrowing upon serial debentures in the principal amount of $200,000.00 towards the cost of a certain capital work of the Corporation of the City of Woodstock set out in Schedule "A" to this By-law.

A By-law of the County of Oxford to authorize the borrowing upon serial debentures in the aggregate principal amount of $700,000.00 towards the cost of certain capital works of the Corporation of the City of Woodstock set out in Schedule "A" to this By-law.

A By-law of the County of Oxford to authorize the borrowing upon serial debentures in the principal amount of $4,142,000.00 towards the cost of a certain capital work of the County of Oxford set out in Schedule "A" to this By-law.

Being a By-law to provide for the dedication and naming of highways in the County of Oxford.

Being a By-Law to adopt Amendment Number 311 to the County of Oxford Official Plan.

Being a By-law to confirm all actions and proceedings of the Council of the County of Oxford at the meeting at which this By-law is passed.
